Why these rules exist
ruletka.sex is a platform for video communication between adults. Explicit content between adults who consent to see it is allowed here. Everything else is not.
These rules are written so you can read them once and understand them. They are binding on everyone: those who pay, those who earn, and those who just watch broadcasts.
This document applies together with the Terms of Use and the Privacy Policy. The Operator is Ruletka.
1. Adults only. This rule has no exceptions
Access to the service is permitted solely to persons who are at least 18 years old.
Absolutely prohibited — no reservations, no "context", no "it's a joke":
- the presence on camera of a person under 18, in any form and for any reason;
- any sexual material involving minors;
- any offering, seeking, or discussion of such material;
- sexualized advances toward a person who states they are a minor or who obviously is one.
Violating this section results in a permanent ban with no warning and no reinstatement. The Operator reserves the right to hand over any information it holds to law enforcement.
If a child appears on camera by accident (walks into the room, comes into the camera's view), you must immediately stop the broadcast or the conversation. Not "turn the camera away" — stop.
How age is actually checked. At registration you are asked for your date of birth, and the server rejects the registration if that date makes you under 18. In the Telegram Mini App you are asked for your age, and values below 18 are not accepted — this check runs on the server too, not only in the interface. No verification via documents, selfies, or third-party age-verification services is performed. Age is the user's own statement, and it is taken on trust. After registration, age is not checked again. This is exactly why the "Report" button and the "Possible involvement of a minor" reason exist and work: here the community is a real line of defense, not a decorative one.
2. The other person's consent. Recording and distribution
A one-on-one conversation is the private space of two people.
Prohibited:
- recording the other person (screen, camera, phone, any software) without their explicit consent;
- taking screenshots or saving frames without consent;
- publishing, forwarding, selling, or posting anywhere a recording, screenshot, or fragment of a conversation, broadcast, or private correspondence;
- showing the other person to third parties who are off camera without warning them;
- collecting and distributing another user's personal data — name, city, workplace, social media accounts, phone number (doxxing).
The Operator does not record the video or audio of conversations. Video calls run directly between participants' devices using WebRTC technology; neither calls nor broadcasts are recorded or stored on the Operator's servers. This is exactly why a recording made by a participant to get around this is a violation both of the rules and, as a rule, of the law.
This statement concerns video and audio only. It does not mean nothing is stored on the platform: the fact of a call, its duration, and the other participant are stored, correspondence is kept in the database, and interface actions are recorded by a web-analytics system — this is covered honestly and in detail in Section 3 and in the Privacy Policy. It is worth reading Section 3 before you start communicating.
3. What the platform itself records — required reading
Section 2 says the Operator does not record video. So that this does not create the false impression that "nothing here records me at all", what follows is stated plainly and without softening.
The site has Yandex.Metrica installed with Session Replay (Webvisor) enabled. Webvisor is session recording: it sends to Yandex what happens in your browser window, including mouse movements, scrolling, clicks, page content, and text typed into fields.
What this means in practice:
- the tracker is installed on all pages of the service without exception — including the private-messages pages, the video-chat page, the wallet, earnings, and profile;
- on messaging pages, the content of private messages — both those already read and those being typed into the input field — may end up in the session recording;
- no masking that hides private areas of the interface from Webvisor is currently configured;
- there is no analytics consent banner on the site. The tracker loads as soon as the page opens, before any action by the user. The Operator discloses this directly rather than describing a mechanism that does not exist;
- Yandex is an independent recipient of this data. It uses its own cookies and browser storage. The scope and retention periods are on Yandex's side, see the Cookie Policy.
In addition, the service shares data with a number of third parties simply because of how the product is built: the Telegram script loads on every page (Telegram receives the IP address and browser data of any visitor, even an unregistered one); when you top up your balance, the payment page opens on the crypto gateway's side; the IP address and browser data are stored by the Operator at login and session renewal. The full list, the legal grounds, and the retention periods are in the Privacy Policy and the Cookie Policy.
This is not a rule of conduct but a disclosure. Still, you need to know it before you turn on your camera or write a private message.
4. Coercion, blackmail, extortion
Absolutely prohibited:
- threatening to publish a recording, screenshot, or correspondence — regardless of whether that recording actually exists;
- demanding money, gifts, material, or actions under threat of anything ("sextortion");
- pressuring someone into actions they have refused — through repeated requests, accusations, or manipulation;
- continuing after the word "no".
Consent is given in advance and can be withdrawn at any moment. Paid-for time, a gift, or an unlocked photo create no obligation to do anything. Money buys access to communication, not a person's consent.
If you are being blackmailed: do not pay, take a screenshot of the threat, press "Report", and write to admin@ruletka.sex. A blackmailer's demand, once met, is almost never the last.
5. Illegal content and illegal actions
It is prohibited to use the service for any of the following:
- material involving the sexual exploitation of minors (see Section 1);
- scenes of real violence, maiming, torture, or killing, as well as calls for them;
- promotion of terrorism and extremism, incitement of hatred;
- trade in drugs, weapons, forged documents, or stolen data;
- organizing prostitution or human trafficking;
- any actions prohibited by applicable law.
Also prohibited is showing on camera third parties who have not consented to it — including those who simply happen to be nearby.
6. Authenticity of your profile
- One person — one account. An account may not be transferred, sold, or lent out for use.
- It is prohibited to impersonate another person — real or fictional — in order to mislead the other person.
- It is prohibited to use someone else's photos as your avatar or profile picture.
- It is prohibited to impersonate a staff member, a moderator, or the service's support. Support never asks for your password and never asks you to transfer money anywhere.
- It is prohibited to broadcast someone else's video, a recording, or a pre-prepared clip while passing it off as live communication.
- The gender specified at registration determines access to the service's economy (who pays with diamonds and who receives coins). The Operator treats deliberately giving a false gender in order to earn as fraud; the Operator has the right to ban such an account and adjust the balances it accrued.
An honest note about gender. Gender is set once at registration, and it cannot be changed in the profile settings — the interface has no such option. If gender was set by mistake, the matter can only be resolved by contacting admin@ruletka.sex.
7. Spam, fraud, and payment outside the platform
Prohibited:
- sending out ads, links, or invitations to third-party services and channels;
- luring the other person to external sites — especially payment pages, "personal" accounts, and donation collections;
- offering or demanding payment outside the platform — by card transfer, crypto wallet, through messengers, or by any other means;
- promising services for payment and not providing them;
- inflating referrals, creating fake accounts, using other people's or stolen payment methods;
- exploiting service bugs to obtain diamonds, coins, or bonuses.
Payment outside the platform is prohibited not for the sake of a commission, but because outside the service neither a report nor any protection works. The Operator will not be able to resolve a problem that arises from a card transfer to a stranger.
Separately: payouts are made only in USDT cryptocurrency to a wallet specified by the recipient themselves. Payouts to bank cards and through payment systems are not made. Anyone who offers to "withdraw faster", "through their own guy", or asks for a commission for a withdrawal is a scammer. The payout procedure is described in the Terms of Use.
8. Harassment, insults, hatred
The service exists for communication that both sides consent to.
Prohibited:
- insulting, humiliating, or bullying;
- harassing a user after a refusal or a block — through other accounts, in private messages, or in broadcasts;
- inciting hatred on the grounds of nationality, race, religion, gender, orientation, or disability;
- threatening violence.
The difference between a candid conversation and harassment is consent. The first is appropriate here, the second never is.
Self-defense tools available right now: you can block the other person. A block works both ways and covers the main means of contact: someone blocked will not come up in random matching, cannot write to you in private messages, and cannot reach you through contacts. You do not need to explain why — you are free to use blocking, the list of blocked users is available in the settings, and you can unblock at any moment.
A limitation worth knowing about: a block is tied to an account, not to a person. Nothing technically stops a blocked person from creating a new account. Circumventing a block is prohibited by the rules, but the service has no automatic protection against it — if the harassment resumes from a new account, a report is needed.
9. Broadcasts
In a broadcast the rules are the same as in a private conversation, but there are more viewers, which means the cost of a mistake is higher.
For the broadcast host:
- you are responsible for everything that gets on camera, including bystanders and whatever happens in the background;
- do not show on camera anyone who has not given consent;
- do not bring documents, banking details, your address, or wallets into the frame;
- do not use the broadcast to advertise third-party services or to collect payment outside the platform;
- do not run several broadcasts at once. Starting a new broadcast ends the previous one that was started from the same device and connection; this does not apply to broadcasts started in parallel from other devices, so this point works as a rule, not as a technical guarantee.
For viewers:
- the rules on harassment and insults apply in the broadcast chat in exactly the same way;
- a gift does not give the right to demand anything from the host;
- recording and distributing a broadcast are prohibited (Section 2).
A broadcast may be ended by the Operator at any moment if the rules are violated.
10. Gifts and paid features
- A gift is a final action. A sent gift cannot be canceled or refunded. The gift's cost in diamonds and the amount credited to the recipient in coins are shown in the interface at the moment of sending.
- A gift is a token of attention, not a transaction. It obligates the recipient to nothing.
- A gift may not be used as a means of pressure ("I gave you a gift — now you…"). That is a violation of Section 4.
- Unlocking a photo in a chat is payment for access to a specific image. Distributing an unlocked photo is prohibited (Section 2).
- The "Surprise Room". The host sets the price and duration, the viewer pays without knowing the content, and after the show gives a rating. If the rating is below the threshold, the diamonds are returned to the balance — but the number of such refunds is limited: refunds have a daily cap, and once it is exceeded no refund is made, and the host receives the payment. Lowballing a rating to get a refund after receiving the show is abuse and grounds for a ban. The exact threshold and cap values are in the Terms of Use and in the interface.
- Ratings, reviews, and statistics must not be inflated through collusion, repeat accounts, or trading.
A refund is always a credit of diamonds to your internal balance, not a return of money or cryptocurrency. The service does not provide refunds of top-up payments — see the Terms of Use.
Staff and moderator accounts are excluded from the service's economy: they do not receive coins for gifts and do not take part in turnover statistics.
11. The "Report" button: what to do and what will happen
When to press it. At any violation described in this document. If you suspect a minor is involved, press it immediately, without waiting to be sure. Checking is the Operator's job, not the user's.
What it looks like. The button is available during a call, in the chat menu, and on a contact's profile card. A window opens where you choose a reason. The reasons are those provided in the service (the wording may differ slightly between windows):

You can add a comment to the report — up to 500 characters. It is saved and goes to the moderation team, so specifics ("demanded a card transfer", "there was a child on camera") are worth more than emotions.
What happens next — honestly:
- A report sent during a call immediately ends that call. This is not a side effect but is intended: the conversation stops at once. A report from a chat or from a contact's profile does not, of course, affect a call.
- The report enters the moderation queue with the status "open".
- The user who is reported is not shown who filed the report — they will not learn who reported them. The moderation team can see the report's author: this is necessary to tell real reports from bullying. "Anonymous" here means "anonymous to the offender", not "anonymous in general".
- When several reports against one user accumulate within 24 hours, the account is automatically restricted for 24 hours — with no prior human involvement. The measure is meant to stop an active violation faster than a moderator could review it. The restriction is not applied if another ban is already in effect on the account.
- A moderator reviews the report and assigns it a status: under review, resolved, or rejected. A moderator sees reports and works with them but cannot ban an account on their own.
- The decision to manually ban an account is made only by an administrator.
What the platform does not do — and it is better to know this in advance:
- The report's author is not told its status. There is no confirmation and no notification of the outcome. Silence after a report does not mean it was ignored.
- There is no set time frame for reviewing a report. Promising one would be dishonest.
- Content is not checked automatically. There is no profanity filter, no image recognition, and no automated analysis of video or correspondence in the service. Moderation reacts to reports — before a report, the Operator does not know about a violation.
- False reports and collusion to get someone else's account restricted are themselves a violation of the rules.
The most urgent matters — material involving minors, threats to life, blackmail — are worth duplicating by email to admin@ruletka.sex. That is more reliable than the queue.
12. What happens for violations
The measures depend on severity. The Operator is not obligated to apply them in sequence: for a violation of Section 1, the first and only measure will be a permanent ban.
Possible measures:
- ending a call or broadcast;
- a temporary ban — the account is closed until the term expires, after which it is lifted automatically;
- a permanent ban — there is no term, and it is not lifted automatically.
A ban can be automatic (from accumulated reports, see Section 11) or manual — by decision of an administrator.
What a ban means in practice:
- logging into the account becomes impossible;
- access stops at once: ban status is checked on every request to the service, so already-open sessions stop working. With a manual ban, all saved sessions on all devices are additionally revoked;
- you cannot log in to write to support inside the service. You will have to reach out by email — see Section 13;
- a temporary ban lifts itself when the term expires, if there are no other active bans;
- purchased diamonds and accumulated coins are not returned upon a ban. The service does not provide refunds of payments — see the Terms of Use;
- account data is not deleted upon a ban. There is currently no way to delete your account yourself in the service — see Section 14 and the Privacy Policy.
Upon a ban, the user is told only the fact of the ban itself. The reason is not shown in the interface — you can find it out only by request to admin@ruletka.sex.
13. Appeals
The only working channel for appeals is an email to admin@ruletka.sex.
There is no separate appeal form, no "dispute" button, and no section in your personal account within the service. Since a ban blocks login, the internal support chat is unavailable to a banned user. So it is email, and email only.
In your email, include:
- the email address or Telegram linked to the account;
- the approximate time when access disappeared;
- an account of the circumstances.
The Operator reviews the request and, if there are grounds, lifts the ban. There is no set time frame for review, and promising one would be dishonest. A reply to your request is not guaranteed.
A separate note on automatic restrictions: they trigger from accumulated reports and before any human review. This means a coordinated filing of reports by a group of people can restrict a good-faith user. If a restriction looks exactly like that, it is worth writing about it to admin@ruletka.sex: lifting it is possible in such a situation.
14. A few honest clarifications
So as not to create false expectations:
- The Operator does not record the video or audio of conversations — but the other person is technically able to record the screen themselves, and no video-communication service protects against that. The rules prohibit it; the technology does not.
- Interface actions, including the content of messaging pages, are recorded by a web-analytics system. This is the most significant clarification in the whole document, which is why it is set out in a separate Section 3, with the details in the Privacy Policy and the Cookie Policy.
- Age is not verified against documents (Section 1).
- Deleting a message hides it in the interface but does not erase it from the database. The "Clear history" function also deletes nothing — it merely hides former chat partners from the list.
- You currently cannot delete your account yourself in the service — there is no such function, regardless of what the support chat may say about it. A request to delete personal data is sent to admin@ruletka.sex and processed manually; the procedure is in the Privacy Policy.
- There is no proactive moderation. No one reviews calls and correspondence looking for violations. The platform's safety rests on user reports — this is an honest description, not a figure of speech.
- When there is no TURN server, the video connection is established directly between devices, and by the nature of the WebRTC protocol the participants' IP addresses become visible to each other. This is a property of the technology, not a decision by the Operator.
15. Changes to the rules and contacts
The rules may change — the current version is always available at /rules, and the update date is given at the top of the document. Continuing to use the service after a change means you agree to the new version.
